Frank graduated from the University of Florida in Gainesville, FL, in 1994, earning a Bachelor of Arts in English. During his time there he was a member of Delta Chi, made honor roll, and was a member of the dean’s list.
After graduation he attended Stetson University College of Law, St. Petersburg, Florida, earning his Juris Doctorate. Frank was admitted to the Florida Bar in 1998, and the U.S. District Court Middle District of Florida, 1998.
